U.S. not ready for cyber attack, war game shows

The United States is unprepared for a major hostile attack against vital computer networks, government and industry officials said on Thursday after participating in a two-day “cyberwar” simulation.

The game involved 230 representatives of government defense and security agencies, private companies and civil groups. It revealed flaws in leadership, planning, communications and other issues, participants said.

The exercise comes almost a year after President George W. Bush launched a cybersecurity initiative which officials said has helped shore up U.S. computer defenses but still falls short.

“There isn’t a response or a game plan,” said senior vice president Mark Gerencser of the Booz Allen Hamilton consulting service, which ran the simulation. “There isn’t really anybody in charge,” he told reporters afterward.

Democratic U.S. Rep. James Langevin of Rhode Island, who chairs the homeland security subcommittee on cybersecurity, said: “We’re way behind where we need to be now.”

Dire consequences of a successful attack could include failure of banking or national electrical systems, he said.

“This is equivalent in my mind to before Sept. 11 … we were awakened to the threat on the morning after Sept. 11.”

Officials cited attacks by Russia sympathizers on Estonia and Georgia as examples of modern cyberwarfare, and said U.S. businesses and government offices have faced intrusions and attacks.

Billions of dollars must be spent by both government and industry to improve security, said U.S. Rep. Dutch Ruppersberger of Maryland, the Democratic chairman of the intelligence subcommittee on technical intelligence.

The war game simulated a dramatic surge in computer attacks at a time of economic vulnerability, and required participants to find ways to mitigate the attacks — using real-life knowledge of tactics and procedures where they work.

It was the broadest such exercise in terms of representation across government agencies and industrial sectors, officials said.

Homeland Security Secretary Michael Chertoff, addressing the participants at the end of the exercise, predicted cyberattacks will become a routine warfare tactic to degrade command systems before a traditional attack. That is in addition to threats posed by criminal or terrorist attackers.

International law and military doctrines need to be updated to deal with computer attacks, Chertoff said.

“We know that if someone shoots missiles at us, they’re going to get a certain kind of response. What happens if it comes over the Internet?,” he said.

Chertoff and Gerencser expressed caution over suggestions earlier this month calling for the appointment of a White House “cybersecurity czar” to oversee efforts. But Ruppersberger disagreed. One person was needed to take charge of efforts and to secure the president’s ear, he said.

Ruppersberger said people close to president-elect Barack Obama’s transition team have convinced him that Obama understands the importance of bolstering cybersecurity.

FEATURE - In tough times, Americans cling to Christmas trees

Beleaguered Americans may have to trim the size of their Christmas tree this year or cut back on gifts to afford one, but few will do without the holiday centerpiece no matter how bad the economy.

Industry insiders from tree farmers to people like Rick Rusin — who sells trees in the corner of a small shopping mall parking lot in the western Chicago suburb of Geneva — say that while consumers are tightening budgets, for them it’s business as usual.

“So far sales haven’t been the best I’ve seen, but they’re also far from the worst,” said Rusin, 26, who is in his seventh year selling trees from Thanksgiving in November to Christmas Eve on Dec 24. “I would say it’s just an average year.”

“Some people have complained about the price, but I get complaints every year,” he added.

The 500 Christmas trees he has to sell for about $10 per foot stand here in several inches of snow waiting for new owners. Despite bright sunshine it is bitterly cold, and Rusin is cheerful, not least because he still has this seasonal work after recently losing a full time job in a warehouse.

“I love this job, it’s so much fun seeing how much kids enjoy buying their trees,” he said, bare hands stuffed deep in his pockets, his nose red with cold.

While the Christmas tree may be a sacrosanct part of family festivities for tens of millions of Americans, some consumers are expected to economize on other things to be able to have a tree or downsize to a smaller tree or cheaper variety.

“Some people may be forced to cut back on gifts to afford a tree,” said Bill “Captain Jack” Dennis, who runs the online Christmas Tree Farm Network and used to own a tree farm in Iowa. “Others will look for a smaller or less expensive tree.”

The tradition of bringing a tree indoors and decorating it for Christmas has been traced back to Germany in the 16th century. Some say it has pagan origins.

REAL OR FAKE, PLENTY OF GREEN

Last year 31.3 million American households bought real Christmas trees at an estimated cost of around $1.3 billion, up more than 9 percent from 28.6 million households in 2006, according to the National Christmas Tree Association (NCTA).

Fake, or artificial, Christmas tree sales jumped 87 percent to 17.4 million in 2007 from 9.3 million.

NCTA spokesman Rick Dungey said that “over the years we’ve found the economy doesn’t impact tree sales that much at all.”

“As a family tradition, it’s way too important,” he said.

Looking at the economy, American consumers apparently have little to feel cheerful about as the holidays approach.

According to U.S. Bureau of Labor Statistics data, the unemployment rate rose to 6.7 percent in November, compared with 4.7 percent a year earlier. Some 1.8 million Americans have lost their jobs since June alone.

For those who are still employed, credit conditions have tightened, making it harder to borrow money to buy goods, and many Americans are struggling to pay their mortgages.

As a result, sales at most retailers have taken a hit, with one notable exception being the colossal discounter Wal-Mart Stores Inc. According to the U.S. Commerce Department, sales at U.S. retailers fell 1.8 percent in November, the fifth consecutive monthly decline.

But despite the bad news, or perhaps even because of it, some argue Christmas tree sales will remain strong.

“People really like traditions in this country,” said Catherine Howard, editor of trade publication Christmas Trees Magazine. “And when times are tough they like to cling to those traditions because they make them feel comfortable.”

“This industry is very young because 50 years ago people just went into the woods and cut down a tree, so there isn’t that much historical data available,” she added. “Some (tree) retailers are certainly going to feel pain, but recent history would suggest most sellers won’t be that badly hit.”

Back in Geneva, Rick Rusin said that he often orders a second batch of trees by mid-December if the selling season is going well, but hasn’t done so yet this year.

“I think we’re going to take it easy and see how sales turn out before we order any more this year,” he said.

HALF AS HIGH

In Greenville, in central Michigan, Tom Trechter has been in the Christmas tree business since 1985. The owner of Mathisen Tree Farms sells some 100,000 trees annually and said that sales this year were slightly up over last year.

Most of the growth has come for smaller trees of between 5 feet (1.52 meters) and 6 feet tall. In previous years, trees measuring 10 feet to 12 feet have proved to be more popular.

“But whether that’s people buying smaller trees for smaller homes or people cutting back, I don’t know,” Trechter said.

“I haven’t had many calls from retailers with orders for additional trees,” he added, a departure from previous years. “Maybe they’re afraid to go out on a limb.”

Microsoft says Internet Explorer users at risk of hacking

: World’s most popular web browser Internet Explorer has some security flaw due to which people using it may have their computers hijacked, says its developer Microsoft Corporation.

The company says that computers installed with Windows Internet Explorer can be hacked for stealing personal information about their users, when they visit websites corrupted by cyber criminals.

Media reports also suggest that about 10,000 websites have been compromised since the previous week.

Microsoft has revealed in its Malware Protection blog that attacks on computers using Internet Explorer 7 have been detected.

The company has also admitted that other versions of Internet Explorer are “potentially vulnerable”.

“We are actively investigating the vulnerability that these attacks attempt to exploit,” the Telegraph quoted the firm as saying in a security statement.

“We will continue to monitor the threat environment and update this advisory if this situation changes,” the statement added.

The company has revealed in its Malware Protection blog that about 0.2 per cent of Internet Explorer users had already visited one of the websites, which have been designed to exploit the flaw, by last Saturday.

There has been a sharp increase in attacks since the first exploitation of the flaw last week, says the newspaper report.

The websites corrupted by the hackers are mostly Chinese, and have been programmed to steal passwords for computer games which can be sold for money on the black market.

It is said that hackers may also exploit this flaw to steal people’s bank details, private data and identities.

“That’s a big fear right now,” said Paul Ferguson of Trend Micro security researcher, warning of “mayhem” if fraudsters succeed.

Microsoft has published a list of technical changes that their customers may use to avoid attacks until it updates the software and eliminates the vulnerability.

The company has also recommended the use of firewalls as well as anti-virus and anti-spyware software.

Some web security experts think that it would be better to use an alternative browser like Firefox, Safari or Opera, which are all available for free downloading.

However, many feel that switching browsers may be an over-reaction.

“It’s certainly a fix and gets around this problem, but Firefox, Google Chrome and other browsers all have their own security issues,” said Graham Cluley, a virus expert at internet security firm Sophos.

FDA questions Lilly, Amgen cancer drug trials

U.S. health regulators are questioning whether clinical trials proposed by ImClone Systems and Amgen Inc will be adequate to show that patients with a certain type of gene are more likely to be helped by two cancer drugs, according to documents released on Friday.

Early research has indicated that patients with the normal, so-called “wild type” of a gene known as K-ras respond far better to treatment with ImClone’s Erbitux and Amgen’s Vectibix than those with a mutated form of the gene.

On Tuesday, the U.S. Food and Drug Administration will seek advice from outside experts on what type of clinical trial the companies need to conduct to confirm the findings.

While eliminating patients with a mutated K-ras gene from treatment would cut sales of the drugs, the findings could be a significant advance toward so-called specialized medicine in which genetic testing can determine who is most likely to benefit from expensive drugs.

ImClone, recently acquired by Eli Lilly and Co. and Bristol-Myers Squibb Co, co-market Erbitux in the United States.

Both ImClone and Amgen have proposed retrospective testing of K-ras status from large randomized trials that have already been designed and have recruited patients or are still looking to enroll them, the FDA said in documents released ahead of Tuesday’s meeting.

The drugmakers modified the ongoing studies to enroll only patients with the wild type K-ras gene, the FDA said.

Amgen has already enrolled patients in two, large ongoing studies but made changes before conducting any K-ras testing, the company said in a separate document. Results are expected next year.

Enrollment in two earlier trials for ImClone’s Erbitux were halted after the K-ras finding so patients could be informed. Patients are still being sought for another ongoing trial that was put on hold, the company said.

“It is no longer feasible to conduct clinical trials in patients with MT (mutant) K-ras in their tumors,” it wrote.

Amgen shares were up 0.6 percent at $57.59 on Nasdaq. Lilly shares were also up 0.6 percent, at $35.84, and Bristol was up 3.5 percent at $22.21 on the New York Stock Exchange.
